When people discuss startups, they often envision a founder with a pitch deck and a disruptive idea. But turning an idea into impact isn’t a solo act. It requires a network of mentors, funders, educators, institutions, and enablers working in sync.
In Odisha, this network is still in the process of formation.
Through Start’O’Scope, as I visit incubators, interact with young founders, and analyze activity across healthcare, tech, and education sectors, a pattern is emerging: we have players, but not yet a playbook.
So let’s ask the question. Who are the real builders of Odisha’s startup ecosystem? Who’s lagging? And what are we still missing?
The Builders and the Gaps Between Them
Every thriving startup ecosystem depends on some key roles. In Odisha, these roles are present but too often disconnected.
Founders: From college dorms to home kitchens, young Odias are building apps, services, and healthtech solutions. But many lack access to early-stage validation, local investment, or experienced mentorship.
Incubators & Enablers: Odisha has strong institutions like KIIT-TBI, AIC-NIT, O-Hub, and AIC-CVRCE. But collaboration between them is limited. Often, they work in silos duplicating efforts instead of multiplying them.
Mentors & Advisors: This remains a major gap. There are very few structured, contextual, and ongoing mentorship networks that can guide early-stage founders through Odisha-specific market realities.
Colleges & Universities: Some are making progress through idea labs and entrepreneurship cells. But how many actually integrate startup thinking into the syllabus or offer exposure beyond local boundaries?
Investors: Still few and far between. Many startups from Odisha seek angel networks in Hyderabad, Delhi, or Bengaluru. Local capital remains hesitant and disconnected from emerging opportunities.
Government & Startup Odisha: A solid policy framework exists. Grants, seed funds, and incentives have been introduced. But most founders find the process complex, and few receive structured guidance on navigating it effectively.
Healthcare Ecosystem (Special Focus): While Odisha faces major public health challenges, very few local healthtech startups are being supported at scale. The bridge between hospitals, innovators, and policy is still fragile.
The Overlooked But Essential Roles
Parents & Families: Their approval still shapes career decisions. But they rarely understand startup culture. They need to be included in the conversation, not just persuaded afterward.
Educators & Principals: Their support can enable a generation of innovators. But many feel unprepared to mentor beyond academics.
Media & Public Narrative: Business success stories rarely make local headlines. Until public storytelling changes, public perception won’t shift.
Policy Analysts & Researchers: Often excluded from startup policy design, though their insights can drive evidence-based change.
Where Are We Still Behind?
A unified ecosystem dashboard that maps active founders, mentors, and support institutions.
A structured feedback system for startups to evaluate incubators and policy impact.
Stronger regional representation beyond Bhubaneswar and Cuttack.
Cross-linkage between healthcare stakeholders and health startups.
Better use of early-stage innovation labs like Atal Tinkering Labs (ATLs). With over 318 already established across Odisha and more being planned, these labs need a tighter linkage with the state’s larger innovation agenda. Right now, they are islands.

By 2036, Odisha will complete 100 years as a state. If we want to build a self-sustaining, socially impactful startup ecosystem by then, we need long-term thinking, not just short-term events.
